The Owners’ Association (VEH) considers its plan to make hybrid heat pumps or a sustainable alternative mandatory in 2026 ambitious, but sees some weaknesses. Industrial company Techniek Nederland hopes to have sufficient manpower to install the heat pumps in the coming years. The waiting time for installing a heat pump is now over a year.

The company wants to bring clarity to suppliers, installers and home and building owners by establishing a specific year, 2026. The VvE says that three important conditions must be met for feasibility. “It must be affordable, there must be both the equipment and the manpower to install the equipment, and owners must be able to get the right advice before deciding which variant to install.”
Currently, not all homes in the Netherlands are suitable for a heat pump. According to VEH, a home must be well insulated. When installing a hybrid heat pump, room, floor and roof insulation and at least double glazing are required. “So the costs of making a home affordable come on top of that,” says a VEH spokesperson.
In most cases, installing a hybrid system in homes built after 1995 is not a problem.
By 2030, homeowners will receive grants to help them transition to sustainable solutions. “But even after that, owners must be able to change financially. And if people benefit from the subsidy, they have to contribute themselves.”

And the size again depends on the quality of a house’s insulation. A spokesperson estimates that 2 million of the approximately 8 million homes in the Netherlands are suitable for a hybrid system.

Techniek Nederland foresees a “bottleneck in the coming period to have the hands smart enough to install all these pumps”. Those who want a heat pump nowadays often have to wait a year until it is their turn. And according to the sanitary sector, the situation will be no different in 2026.
The professional association wants to fill the staff shortage. The labor force gap in the sector will double to 40 thousand in the coming years.
