During a discussion about the prison system, the minister was questioned by MPs from the VVD, SP and PvdA, among others, about the abuses that recently came to light by the investigative editors of RTL Nieuws. This is an abuse among forensic service providers. This is a concern to keep former inmates on track.
Minister promises to determine
“What RTL is talking about is shocking,” says MP Ulysse Ellian (VVD). “It concerns vulnerable people. My pants fall here. What are we going to do to prevent this?”
The minister was clear in his answer: “I also indicated that I would not let the money leak away. On the contrary, I canceled the contracts where I saw irregularities. I even want to ask for money. So it’s not just about confessing with your mouth, it’s about doing with action.”
What is forensic care?
Forensic care is special care for someone with a criminal record who needs additional advice. For example, due to addiction, intellectual disability or psychological disorder. Care is provided as a precaution by the judge or public prosecutor with the aim of a safe return to society.
The vast majority of ex-prisoners on remand make this mistake again. The purpose of forced processing is to prevent this. This study focused on private providers who offer ambulatory counseling or assisted living, not the best-known form of forensic care, namely TBS clinics.
A quarter of service providers stand out
RTL Nieuws examined more than 160 healthcare providers contracted by the Ministry of Justice and Security. A quarter stood out, in part because of drug-related issues, unskilled staff and timeline fraud. These are billed but undelivered treatments.
The Judicial Institutions Directorate (DJI) emphasizes that the minister is recruiting extra staff to combat fraud. Earlier, the ministry announced that it would reclaim 6.5 million euros from healthcare institutions.
All in all, the minister notes that there is still a lot of room for improvement in the prison system and aftercare: “We want them to get better. So that they don’t repeat themselves.
