Aleksandr Khotin, the 33-year-old son of former Saint Petersburg vice-governor Igor Albin, has been detained in the Moscow region on suspicion of murdering a man in Moscow, according to Telegram channel 112.
Khotin was taken into custody on August 11 following a fatal stabbing that occurred two days earlier inside an apartment on Govorova Street, where 54-year-old Aleksandr Kumantsev was attacked.
According to reports from Telegram channel 112, the incident took place on the evening of August 10 inside Khotin's apartment. Kumantsev was visiting the residence when a dispute broke out between the two men.
During the argument, Khotin allegedly grabbed a knife and struck his guest several times. Despite his injuries, Kumantsev managed to leave the apartment and reach the building's entrance hall, where an emergency ambulance crew met him.
Kumantsev was rushed to a hospital for emergency treatment, but he died from his injuries several hours later.
Police investigation and arrest
Law enforcement officers located and detained Khotin on August 11 in Mozhaysk, a town in the Moscow region located west of the capital. Authorities have officially opened a criminal homicide investigation against him.
During a search of Khotin's apartment, police officers found a knife bearing traces of blood inside the bathroom. The weapon was seized as evidence in the ongoing murder investigation.
It was also disclosed that Khotin was previously convicted of fraud in 2022. According to Telegram channel 112, Khotin does not communicate with his father.
Political background of Igor Albin
Igor Albin served as the vice-governor of Saint Petersburg from 2014 to 2018, where he managed key urban development and infrastructure projects for Russia's second-largest city.
Prior to his appointment in Saint Petersburg, Albin served as Russia's Minister of Regional Development from 2012 to 2014 under his former surname, Igor Slyunyayev, before officially adopting the surname Albin in late 2014.
