State Duma Budget and Taxes Committee member Nikita Chaplin has outlined several ways for Russians to reduce utility bill payments without sacrificing comfort. Speaking to news agency TASS, the lawmaker advised residents to submit meter readings on time to avoid paying higher average monthly rates.
Chaplin recommended setting a monthly reminder and submitting meter data before the 25th of each month. He noted that failing to send timely readings forces utility companies to calculate charges based on average monthly consumption norms, which are often higher than actual usage.
Residents who leave home for more than five consecutive days can also request a recalculation of their charges for water, gas, and wastewater disposal. Chaplin specified that this option is available only to households that lack individual meters or have no technical ability to install them.
Recalculation rules and bill checks
To receive a rate adjustment for an extended absence, residents can submit an application before leaving, during their trip, or within 30 days after returning. Chaplin said applicants must provide supporting documents such as travel tickets, official business trip certificates, or a statement from the chairman of a gardening non-profit partnership.
The lawmaker urged citizens to carefully review their utility bills for errors, including incorrect meter readings, charges based on standard rates instead of actual consumption, or duplicate entries for shared building needs. He stated that whenever consumers discover mistakes on their bills, they should demand a recalculation.
Since 2026, fee recalculations for prolonged interruptions in water, heating, and electricity services are performed automatically. Chaplin added that residents can also organize collective initiatives with neighbors, such as installing a shared building heating meter or hallway motion sensors, to significantly lower overall expenses.
Additionally, Russians are scheduled to begin receiving their utility bills directly in their personal accounts on the Gosuslugi portal starting September 1, 2027.
