Prince Harry and Meghan Markle have condemned international paparazzi as extraordinarily reckless after two photographers were seen looking into the grounds of their children's school in Gloucestershire.
A spokesman for the Duke and Duchess of Sussex accused the pair of an unacceptable intrusion into the privacy of seven-year-old Archie and five-year-old Lilibet.
Private security and school staff observed two young men wearing backpacks and operating a white rental van as they circled the perimeter and monitored children during the school day.
The incident occurred shortly after a suspected terror plot near the RAF Fairford airbase on Sunday. A representative for the couple stated that the photographers exhibited an extraordinary lack of judgment given the security context.
A number of American children whose families are connected to the Gloucestershire airbase, which is also used by the US Air Force, are believed to attend the school.
Spokesman Condemns Intrusion
The spokesman for the Sussexes criticized the actions of the photographers, stating that the decision to conduct themselves in this way around a school was extraordinarily reckless.
The statement highlighted the difference between standard media coverage and school perimeter surveillance: "There is a world of difference between legitimate media activity and photographers walking the perimeter of a school, stopping to look into the grounds and monitoring children as they go about their day."
"It is concerning enough that certain European paparazzi appear unwilling to respect the privacy of children at school," the spokesman added.
"But to behave in this manner in these particular circumstances, and so soon after the incident at RAF Fairford, demonstrates an extraordinary lack of judgment. Whatever photographs they may have been seeking, this was not only an unacceptable intrusion into the privacy of children; it was an irresponsible and ill-considered way to conduct themselves in the vicinity of a school."
Prince Harry, the Duke of Sussex, is the younger son of King Charles III and the late Diana, Princess of Wales. Meghan, Duchess of Sussex, is an American former actress known for her role in the television legal drama Suits. The couple married at St George's Chapel in Windsor Castle in May 2018 before stepping down from active royal duties in 2020.
Police and Security Investigation
The two men were initially seen operating separately around the school grounds before coming together and returning to a white van, which police later established was a rental vehicle.
Following initial enquiries, officers determined that the men were international photographers working for an unnamed European press agency.
An insider told ITV News that the two photographers were observed scouting out the children's school and doing reconnaissance on the premises for a number of hours before driving off.
The incident has been reported to the Executive Committee for the Protection of Royalty and Public Figures, known as Ravec, which is responsible for making decisions about royal security.
Harry and Meghan are waiting to hear the conclusion of a threat assessment by the Ravec risk management board. That decision will determine whether the Sussex family will be entitled to taxpayer-funded security protection while living in the United Kingdom.
Ravec is the official British government committee responsible for evaluating security risks and assigning police protection to members of the Royal Family and public figures. Formal security arrangements for non-working royals remain subject to risk management assessments by the board.
Airbase Incident and School History
The incident at the school took place just 48 hours after five men were arrested near RAF Fairford when a farmer discovered three vans blocking a road in the early hours of Sunday morning.

That initial move came after heavy traffic and a lengthy journey to the first school reportedly put their private security team under strain. The youngsters are believed to have been at their new school for around two weeks.
Return to Britain and Royal Relations
Speaking over the weekend, Prince Harry said that Archie and Lilibet are happy in school and that it is great to be back in Britain. The family returned to the UK a month ago following six years living in the United States.
Reflecting on his return, Prince Harry added: "It's been great. It's been great to be back on British soil."
The Duke and Duchess of Sussex originally stepped down as working royals in 2020 for personal and financial reasons, later establishing a home in California. However, rumours remain rife as to why they unexpectedly relocated back to the United Kingdom.
Speculation ranges from the couple wanting their children to develop a closer relationship with their grandfather King Charles, to Meghan seeking a return to acting, and the Sussexes wanting to increase their public profile.
In the run-up to their return, King Charles was said to be glad to spend more time with the family. However, the King remained adamant that they would not be working royals, confirming there was no half-in, half-out option.
Within two weeks of their arrival, there was reported pushback from Harry and Meghan after a letter, authorised by the King, was circulated by the Lord Chamberlain to senior stakeholders in the Government and military reiterating that the couple were private citizens and setting out guidance on how they should be treated.
The Duke and Duchess were said to be surprised by the formal letter, with reports indicating they would prefer the term public figures instead.
