A 45-year-old Russian businessman has been sentenced to four and a half years in a general-regime penal colony after an illegal sightseeing plane crash killed three people in Tatarstan.
The court in the central Russian republic found the commercial flight organizer guilty of criminal negligence in connection with the fatal crash, according to the Central Interregional Transport Directorate of the Investigative Committee of Russia.
The victims were the aircraft's pilot along with a mother and her underage daughter. They were killed when the light aircraft crashed on July 10, 2024, during a tourist excursion near the village of Kamskoye Ustye. A family of three and the pilot were on board the flight, and only the father survived after the plane made a hard landing near a local tent camp and burst into flames.
Illegal flight operations
Law enforcement officials and prosecutors determined that the businessman was offering tourist flights to generate financial profit despite operating without a valid air operator certificate. Authorities noted that the man was already subject to an active court order prohibiting him from conducting any commercial aviation activities.
Transport investigators stated that the entrepreneur repeatedly neglected fundamental aviation safety standards. He failed to arrange proper flight preparation, failed to enforce safety protocols, and provided no routine training or performance monitoring for aircraft crews, factors that directly caused the fatal crash.
The fatal accident occurred in the Kamskoye Ustye district, a scenic area located on the right bank of the Volga River in the Republic of Tatarstan, where the Kama River joins the reservoir. The region is a popular site for outdoor camping, watersports, and aerial sightseeing tours.
The tour was conducted aboard a Cessna light aircraft. Manufactured by the American general aviation company Cessna, single-engine aircraft of this design are widely used across the globe for flight training, personal transport, and short commercial charter excursions.

The 45-year-old defendant will serve his 4.5-year term in a general-regime penal colony. In the Russian federal correctional system, general-regime facilities house individuals convicted of mid-level crimes or first-time serious offenses, maintaining standard security controls and regular supervision.
The prosecution and trial were led following an official probe by the Central Interregional Transport Directorate of the Investigative Committee of Russia, the primary federal law enforcement body responsible for investigating major transport incidents and aviation safety violations.
