Non-working pensioners in Russia are guaranteed state pension payouts that do not fall below the regional subsistence minimum, lawmaker Yaroslav Nilov said.

Nilov, who serves as the chairman of the State Duma Committee on Labour, Social Policy and Veterans' Affairs, clarified the entitlement in statements reported by news agency TASS. He noted that eligible citizens are granted a dedicated social supplement whenever necessary to maintain their income.

He explained that even if a person does not work for their entire life, the state still guarantees them a social pension payment. He added that when this baseline payment is combined with fixed payouts and regional social supplements, the total amount reaches the pensioner's subsistence minimum established in their respective region.

In the Russian welfare system, social pensions are state-funded benefits provided to individuals who lack the minimum employment record or accumulated pension coefficients required to receive a standard insurance pension. The State Duma is the lower house of the Russian parliament, responsible for approving social legislation and national budget provisions.

Financial strategies for higher retirement payouts

The lawmaker's reminder follows remarks by Elena Altukhova, an associate professor in the Department of Financial Markets and Financial Engineering at the Financial University under the Government of the Russian Federation, who identified a method for citizens to receive a pension of approximately 130,000 roubles per month.

Altukhova stated that securing a payout at that level requires earning a high salary across most of a person's professional career and delaying retirement by 10 years.

The Financial University under the Government of the Russian Federation is a major public higher education institution based in Moscow that specializes in finance, economics, and law. Regional subsistence minimums for pensioners are calculated annually across Russia's federal subjects to reflect local price variations for basic foodstuffs, housing, and essential healthcare services.
