Spain's Social Security administration has implemented a mandatory electronic notification system that requires more than one million citizens receiving disability and parental benefits to receive official communications online rather than by postal mail.
The rule came into force on Tuesday, September 1, 2026, following its initial publication in Spain's official gazette, the Boletín Oficial del Estado, under Order ISM/541/2026 on June 1, 2026. Official sources stated that the shift is intended to prevent delivery issues and streamline administrative correspondence.
Under the expanded framework, mandatory online notifications apply to workers classified under temporary disability or permanent disability, as well as individuals with non-disabling permanent injuries.
Article 4 of Order ISM/541/2026 explicitly extends this requirement to individuals who apply for or receive benefits related to childbirth and child care, risk during pregnancy, and risk during natural breastfeeding.
The Boletín Oficial del Estado serves as the official journal of the Spanish government, publishing all ministerial orders and legislation required to take legal effect across the country.
Scope of the digital shift
The new regulation carries significant reach across the Spanish workforce. Statistics show that approximately 1.2 million workers in Spain are on medical leave on any given day, making temporary disability one of the most widely used benefit categories in the nation's social protection system.
Social Security authorities explained that the high volume of claims prompted the drive to phase out paper correspondence. The administration aims to accelerate file processing times, reduce paper consumption, and diminish long-term reliance on traditional postal services.

Accessing electronic notifications
Under the new procedure, the administration sends an automated text message or email alert to the recipient when a new document becomes available. Officials emphasized that the alert message itself does not constitute legal notification, requiring beneficiaries to log into official portals to view the actual document.
Citizens can inspect their official communications through the website or mobile application of Mi Carpeta Ciudadana, the Single Enabled Electronic Address portal, or the Social Security Electronic Office. Access to all three channels requires digital authentication using Spain's Cl@ve system, a recognized digital certificate, or an Electronic DNI.
The Cl@ve platform and Electronic DNI are standardized digital identity systems introduced by Spanish public authorities to secure access to government services and online administrative files. Mi Carpeta Ciudadana acts as a central digital folder aggregating records from local, regional, and national agencies.
Ten-day legal deadline
Order ISM/541/2026 establishes that electronic notifications remain accessible on the designated platforms for 10 calendar days. If a recipient opens and reviews the notice within that window, the exact time of receipt is formally recorded by the system.
If 10 calendar days pass without the citizen opening the document, the notification is legally classified as rejected. Once rejected, the administrative procedure continues automatically without further delay.
Authorities warned that monitoring the 10-day period is critical because receiving a notification often marks the start of strict statutory deadlines for submitting supporting documents, filing formal allegations, or lodging administrative appeals.
Social Security officials advised all insured workers to log into their personal account portal to verify that their mobile phone number, landline number, and email address are correct. If personal contact details remain unupdated, the administration will send a physical letter by postal mail requesting that the user register for the electronic notification system.
