The Strasbourg Administrative Court has ordered the French State to pay 540,000 euros to the city of Strasbourg for failure in emergency housing provision.
In a ruling dated July 28, the court mandated that the State pay 242,284 euros directly to the municipality and 294,669 euros to the Communal Center for Social Action of Strasbourg. The State must also pay 3,000 euros to cover court costs, according to court documents seen by Agence France-Presse following initial reporting by news outlet Rue89 Strasbourg.
The financial compensation covers municipal expenses incurred to shelter homeless individuals in a city gymnasium. These expenditures followed successive evacuations of a homeless encampment in the city center between 2022 and 2023.
Legal Duty and Collective Action
The court ruled that the municipality was justified in seeking reimbursement because the State committed a fault by failing to exercise its legal responsibility over emergency shelter. Former ecologist mayor Jeanne Barseghian, who initiated the legal challenge during her term, said in a statement that the State violated its legal obligations by leaving families on the street and failing to fund housing to match actual needs.
Former deputy for solidarity Floriane Varieras stated that with hundreds of men, women, and children currently sleeping on the street, the ruling should prompt the city to shelter them immediately and demand further state reimbursements. Strasbourg filed the legal action in February 2024 alongside four other cities, including Grenoble, Lyon, Bordeaux, and Rennes, to demand an overhaul of a system they described as exhausted.
The legal coalition includes four ecologist-led city halls in Strasbourg, Grenoble, Lyon, and Bordeaux, as well as a socialist-led city hall in Rennes. Administrative courts previously ordered the State to compensate Grenoble and Bordeaux for faulty deficiency in March and November 2025.
