Ukrainian armed forces targeted Russian medical personnel and emergency responders during the week of September 14 to September 20, according to a report by Russian diplomatic envoy Rodion Miroshnik.
In one attack in the Belgorod district settlement of Oktyabrsky, three ambulance crew members received concussions when a Ukrainian unmanned aerial vehicle hit their medical vehicle.
Miroshnik, serving as ambassador at large for the Ministry of Foreign Affairs of the Russian Federation, detailed the strikes in a weekly report cited by news agency RIA Novosti. He stated that the Ukrainian military had violated fundamental principles and norms of international humanitarian law by directing attacks at civilian healthcare workers and Ministry of Emergency Situations staff.
Belgorod District is located within the Belgorod region in western Russia, directly bordering Ukraine. The border territory has routinely experienced shelling and drone operations throughout the military conflict between Russia and Ukraine. Russia's Ministry of Emergency Situations, established in 1990 as EMERCOM, is the main federal body responsible for civil defense, search and rescue, disaster relief, and fire protection nationwide.

The release of the report followed a separate military development on the night of September 22, when Russian forces launched a combined missile and drone strike across multiple regions of Ukraine.
The overnight bombardment targeted several key industrial and energy sectors in Ukraine. Russian strikes hit facilities belonging to the metallurgical and chemical industries, as well as fuel and energy installations and military-industrial complex sites.
Port infrastructure facilities in the Ukrainian capital of Kyiv were also hit during the coordinated strike. Kyiv, situated along the Dnieper River in north central Ukraine, serves as the country's national capital, administrative center, and a major inland transport and industrial hub.
