Greece's Independent Authority for Public Revenue has fined a car rental business in Western Greece 1.32 million euros after discovering 132 vehicles declared off the road were rented out.
Tax auditors uncovered the scheme during an on-site spot check of a single rental car using specialised digital auditing tools. Although the company had declared the vehicle inactive to tax authorities, inspectors found it actively circulating with a paying customer.
The initial finding prompted officials from the Independent Authority for Public Revenue, known as AADE, to examine the company's full fleet records. A thorough cross-check revealed that 132 of the firm's vehicles were officially listed as out of service while actively appearing as rented in the official Digital Vehicle Customer Registry.
Digital registry check uncovers fraud
Under Greek tax regulations, operating a vehicle that has been declared off the road carries a fixed administrative fine of 10,000 euros per car. The owner must also pay outstanding vehicle circulation taxes and any additional statutory surcharges. AADE officials calculated the cumulative fine for the 132 non-compliant vehicles at 1.32 million euros.
AADE operates as Greece's autonomous tax agency, responsible for revenue collection, customs enforcement and combating tax evasion. Vehicle owners in Greece can submit an off-the-road declaration to exempt unused cars from annual circulation tax and mandatory insurance fees, but operating an exempt vehicle on public roads remains strictly illegal.
The Digital Vehicle Customer Registry was introduced by tax authorities to monitor commercial vehicle operations and rental contracts in real time. By cross-referencing live rental entries against tax exemption databases, inspectors can identify fleet operators attempting to avoid registration taxes while remaining in business.
Ongoing nationwide rental audits
AADE confirmed that the investigation into the Western Greece car rental firm remains active to determine the full scope of non-compliance. Tax auditors are also expanding similar spot checks to car rental businesses operating across all regions of Greece.
