Enmanuel Cedeño Brea was sworn in on Tuesday as the new Superintendent of Banks of the Dominican Republic during an official ceremony led by Minister of Finance and Economy Magín Díaz in Santo Domingo.
Cedeño was formally appointed to the executive position through Decree 606-26, issued by President of the Republic Luis Abinader. He replaces Alejandro Fernández W., who served as superintendent for six years.
Under the provisions established in the nation's Monetary and Financial Law, the incoming superintendent will serve a two-year term leading the financial regulatory body.

During the swearing-in ceremony, Finance Minister Magín Díaz highlighted Cedeño's professional preparation and extensive background in financial regulation and supervision, noting that these attributes were key factors weighed by President Abinader during the selection process.
Díaz said Cedeño possesses solid training and broad experience in regulation, supervision, economics, finance, and risk management. The minister expressed confidence that Cedeño's knowledge of the financial system and commitment to institutional strengthening would help consolidate a robust and modern banking system capable of responding to national challenges.
Díaz also commended the performance of outgoing superintendent Alejandro Fernández W., noting that during his six-year tenure the Superintendency of Banks achieved notable progress in professionalization, digitalization, and operational capacity.

According to an official press release, Cedeño expressed his commitment after taking office to maintain continuity with the strategic plan of the Superintendency of Banks. He stated that his administration will focus on institutional strengthening, risk-based supervision, and regulatory innovation.

Career background and executive experience
Cedeño is a lawyer by profession with specialized training in economics and finance. Over his career, he has built a comprehensive track record in financial regulation, prudential supervision, risk management, and regulatory compliance.
Immediately prior to his appointment as superintendent, Cedeño served as principal advisor and technical coordinator for the Superintendency of Banks. Before holding that position, he was the agency's sub-manager of Regulation and Innovation, where he oversaw regulatory development, anti-money laundering and counter-terrorist financing supervision, financial inclusion, economic research, registry and licensing, and administrative sanctions.
Earlier in his public career, Cedeño served as Intendant of the Securities Market between 2022 and 2024. He has also worked as an advisor to various financial entities.
