Moscow cook Isroil Idrisov remanded on terrorism charges

A Moscow court has remanded restaurant cook Isroil Idrisov in custody after he was charged with terrorism offences and confessed to the allegations.

The 21-year-old native of Tajikistan, who was employed in the kitchen of the Claudia restaurant in the Russian capital, admitted his guilt in full and agreed to cooperate with investigators, Russian state news agency TASS reported.

Investigators brought formal charges against Idrisov for participating in the activities of a terrorist organisation and making public calls for terrorist activity. Following the charges, the federal financial monitoring agency Rosfinmonitoring placed him on Russia's official list of designated terrorists and extremists.

Hostel registration and detention

During the closed court hearing, Idrisov's defence lawyer requested that he be placed under house arrest at a Moscow hostel where he holds temporary legal registration. Russian law requires foreign workers to register their local address with migration authorities, and budget hostels frequently serve as the official temporary residence for service workers across the capital.

The judge denied the bail application and ordered him detained in a pre-trial detention facility, known in Russia as a SIZO. Case materials submitted to the court show that Idrisov holds a secondary school education, is unmarried, remains employed, and has no prior criminal convictions on his record.

Military tribunal and potential sentence

Being designated by Rosfinmonitoring carries immediate financial penalties under Russian federal law. The agency maintains the state registry of individuals and entities suspected of involvement in extremism or terrorism, and listing leads to the automatic freezing of domestic bank accounts and strict limits on personal financial transactions.

Tajikistan, a landlocked Central Asian nation and former Soviet republic, is a major source of migrant labour for Russia, with hundreds of thousands of Tajik citizens working in construction, retail, and restaurant kitchens throughout major Russian metropolitan centres.

Investigators indicated that once the preliminary inquiry is finished, the case against Idrisov will be forwarded to a military court for trial on the merits. In the Russian judicial system, serious national security and terrorism indictments are assigned to specialised military courts rather than standard civilian courts.

If convicted of the terrorism charges, Idrisov faces a maximum sentence of up to 20 years in prison.
