Senator Carlos Mesia Ramirez of Fuerza Popular has been elected president of the Senate Constitution, Regulations and Foreign Relations Commission for the 2026 to 2027 annual legislative period in Lima, Peru.
The appointment gives Fuerza Popular leadership over one of the upper chamber's most influential committees, which will review all constitutional reforms forwarded by the Chamber of Deputies.
The decision was approved by majority vote during an installation session chaired by Senator Alejandro Aguinaga Recuenco of Fuerza Popular. Senator Rogger Astucuri Laura of Partido Civico Obras was chosen as vice president, while Senator Katherine Ampuero Meza of Renovacion Popular was named secretary.
Aguinaga proposed conducting the vote through a closed list and nominal ballot, a proposal that received unanimous backing from committee members. Following his appointment, Mesia stated that his administration would ensure equal time and opportunities for all parliamentary groups to state their positions. The committee agreed to hold regular meetings on Tuesdays at 10:00 a.m.
Economy commission and party representation
In a parallel proceeding, Senator Alfonso Lopez Chau of Ahora Nacion was elected unanimously as president of the Senate Economy, Environment and Consumer Defense Commission. He will be joined by Senator Victor Noriega Reategui of Fuerza Popular as vice president and Senator Patricia Iturregui Byrne of Buen Gobierno as secretary.
Lopez Chau said his leadership will focus on five core principles: dialogue, pluralism, transparency, technical rigor, and consensus building. The economy panel scheduled its weekly sessions for Mondays at 3:00 p.m. in person.
The Peruvian Senate serves as the upper chamber of the national parliament, charged with reviewing legislation and overseeing key statutory appointments. Fuerza Popular is a conservative political party led by Keiko Fujimori, daughter of former President Alberto Fujimori.
Distribution of Senate committee chairmanships
With these elections, the Senate completed the formal installation of several key working groups for the new legislative period. Fuerza Popular holds four committee chairmanships, maintaining control over Constitution, Intelligence, Political Control over Executive Normative Acts, and the Bicameral Budget Commission. The remaining positions are distributed among Juntos por el Peru, Renovacion Popular, Buen Gobierno, and Partido Civico Obras.
The Intelligence committee selected Fernando Rospigliosi of Fuerza Popular as president, Carlos Caballero Leon of Buen Gobierno as vice president, and Humberto Morales Ramirez of Juntos por el Peru as secretary. Martha Moyano Delgado of Fuerza Popular was appointed president of the Political Control over Executive Normative Acts committee, alongside vice president Alejandro Munante Barrios of Renovacion Popular and secretary Roger Astucuri Laura of Obras.
The committee on State Management and Comptroller General elected Percy Osorio Palpan of Juntos por el Peru as president, Hector Ventura Angel of Fuerza Popular as vice president, and Mirtha Vasquez Chuquilin of Ahora Nacion as secretary. Meanwhile, the Justice and Human Rights committee elected Katherine Ampuero Meza of Renovacion Popular as president, Jorge Gavidia Rodriguez of Buen Gobierno as vice president, and Alejandro Aguinaga Recuenco of Fuerza Popular as secretary.
Additional committee leadership appointments
The Productive Development, Energy and Mines, Infrastructure and Labor commission named Daniel Barragan Coloma of Obras as president, Nilson Flores Suarez of Buen Gobierno as vice president, and Karla Schaefer Cuculiza of Fuerza Popular as secretary. The Health, Education, Culture, Women and Social and Digital Development commission designated Susana Matute Charun of Buen Gobierno as president, Jose Chipana Chipana of Juntos por el Peru as vice president, and Segundo Tapia Bernal of Fuerza Popular as secretary.
For the Special Procedures commission, Hugo Ccahuana Aymachoque of Juntos por el Peru was chosen as president, Absalon Vasquez Villanueva of Renovacion Popular as vice president, and Martha Moyano Delgado of Fuerza Popular as secretary. The National Defense and Internal Order committee designated Francisco Calisto Giampietri of Renovacion Popular as president, Walter Gago Rodriguez of Obras as vice president, and Elard Melgar Valdiviezo of Fuerza Popular as secretary.
The committee distribution was initially approved by the Senate Spokespersons Board before receiving final ratification during installation meetings held between August 13 and August 14, 2026.
