Russia's financial monitoring agency, Rosfinmonitoring, has added a 14-year-old boy from St. Petersburg, Viktor Kalinin, to its list of "terrorists and extremists." A Telegram channel that tracks updates to the list reported the addition on August 3.
Kalinin turned 14 three months ago. The report said he appears to be the same teenager who was detained in early July over the alleged arson of a railway relay cabinet.
The human rights project First Department commented on Kalinin's addition to the registry, saying minors are the fastest-growing category on the list. It said the share of teenagers among new entries to the Rosfinmonitoring registry has risen more than eightfold since Russia's full-scale invasion of Ukraine began, with one in twelve people on the list now a minor, and that prosecutions have reached down to the minimum age of criminal responsibility, 14.

By the start of summer 2026, Rosfinmonitoring's list held more than 21,000 people. First Department reported that 20 of them were 14-year-olds, and that authorities began adding 14-year-olds to the list no later than 2024.
