Russian citizens will be able to receive a new personal income tax deduction on long-term voluntary life insurance contributions starting from September 1, 2026.
The tax benefit applies to voluntary life insurance contracts concluded on or after January 1, 2025, for a minimum duration of ten years.

Ekaterina Golubtsova, an associate professor in the Department of State and Municipal Finances at Plekhanov Russian University of Economics, outlined the details of the tax relief program in comments to the news agency RIA Novosti. Founded in 1907, Plekhanov University is one of Russia's premier public research institutions specializing in economics and public finance.
Deduction limits and eligibility rules
Golubtsova said citizens will be eligible to recover personal income tax paid on annual insurance contributions up to a cap of 400,000 rubles each year. She added that if an insurance policy is registered in favor of children, the maximum threshold for calculating the tax deduction increases to 500,000 rubles per year.
The final amount returned to the taxpayer will depend directly on the specific rate of personal income tax, known in Russia as NDFL, that the individual pays on their earnings. Personal income tax in Russia is collected by federal tax authorities on wages, dividends, and other individual earnings.
Golubtsova also explained that the tax deduction is available to individuals who take out a qualifying insurance policy either for themselves or for a close relative, provided the contract is signed for a term of at least ten years.
Wider legislative updates for business and housing
The announcement regarding insurance tax relief follows earlier updates on legislative changes coming into effect across the Russian economy in September.
Nikita Chaplin, a member of the Committee on Budget and Taxes in the State Duma, the lower house of the Russian parliament, previously informed Russian business owners about new legal rules for business that take effect on September 1.
Chaplin also reported a tightening of state requirements for management companies operating in the housing and communal services sector, known in Russia as the ЖКХ system. The sector encompasses municipal utility providers, residential property management firms, and public maintenance organizations across Russian cities and regions.
