State Duma Deputy Nikita Chaplin outlined the services that housing management companies in Russia must provide without charging extra fees beyond monthly maintenance payments. In an interview with news outlet RT, Chaplin stated that companies are required to repair and maintain all shared building property.

Chaplin explained that maintenance duties extend inside individual apartments if the equipment forms part of the building's shared infrastructure. Cold and hot water risers, sewage pipes, and heating lines up to the first shut-off valve belong to common property. He noted that if removing a radiator requires turning off the heating riser for an entire entrance, the unit is classed as shared property and must be serviced for free.
Services included in monthly fees
The mandatory free services include repairs to roofs, facades, and inter-panel seams, as well as fixing damage caused by roof leaks. Management companies must also clean entrances, wash windows, stairs, and handrails, replace light bulbs in shared spaces, paint entrance walls and ceilings, seal cracks, and repair entrance doors. Outdoor maintenance covers clearing trash, repairing asphalt, servicing benches and playgrounds, and conducting pest control.
How to submit complaints
Residents who have complaints about common property maintenance should submit written requests. Applications can be logged with the emergency dispatch service or through the Gosuslugi.Dom mobile app, and unaddressed issues can be reported to the State Housing Inspectorate or the prosecutor's office. The guidance follows earlier reports comparing management models, noting commercial management companies may pursue their own interests while homeowners associations require knowledgeable, active residents.
