Sergei Mironov, leader of the A Just Russia party, has proposed raising Russia's monthly minimum wage to 50,000 rubles in the State Duma.
Mironov told the TASS news agency that the party's legislative proposals also include introducing an annual 13th salary for public sector workers, including teachers, doctors, and cultural staff, as well as a 13th monthly pension payment for senior citizens.
The measure is part of a broader draft legislative package prepared by the party's parliamentary faction for submission to Russia's lower house of parliament. The package includes state price controls on essential consumer goods, enhancements to the progressive scale for maternity capital benefits, and government compensation for purchasing medicines for low-income citizens.
Election promises and welfare proposals
According to Mironov, the faction prepared the comprehensive package of bills for introduction into the State Duma to fulfill campaign promises made during the election.
A Just Russia, officially registered as A Just Russia (For Truth), is a parliamentary party holding seats in Russia's State Duma. The lower house of parliament evaluates all federal legislation before bills advance through the legislative system for formal adoption.
Under the proposed measures, public sector employees across healthcare, education, and cultural institutions would receive an extra month of salary annually. In Russia, state-employed workers in these sectors form a significant portion of the workforce whose pay is funded directly from government budgets.
Government wage forecasts
The proposal for a 50,000 ruble minimum wage presents a significantly higher target than official economic forecasts outlined by the executive branch.
Russian Finance Minister Anton Siluanov previously stated that the national minimum wage will reach 28,935 rubles in 2027. Siluanov specified that the figure is projected to rise to 35,000 rubles by 2030, marking an increase of 6.8 percent that reflects forecasted wage growth for the next year.
The federal minimum wage, known in Russia by the acronym MROT, dictates the mandatory bottom threshold for employee compensation across both public and private enterprises. The figure also directly determines state calculations for sickness benefits, pregnancy allowances, and administrative fines.
The package's provisions regarding maternity capital address another core pillar of Russian social spending. Maternity capital is a federal support program established to assist families upon the birth or adoption of children, providing certificates that families can redeem for housing improvements, educational expenses, or maternal pension contributions.
