The Social Fund of Russia will raise insurance pensions for 37.5 million people through a two-stage indexation in February and April 2027, Lenta.ru reported.
Under the draft budget of the Social Fund of Russia (SFR), the average old-age pension for non-working recipients will grow by more than 2,400 rubles to reach 30,200 rubles a month. The two-stage increase covers all recipients of old-age, disability, and survivor insurance pensions, whether or not they work.

On February 1, 2027, the entire insurance pension will be indexed to actual 2026 inflation, currently estimated at 6.8 percent. On April 1, 2027, the insurance portion of the payment will rise by an estimated 3.3 percent based on projected growth in the national wage fund, with final rates for both stages determined after full-year 2026 results are known.
The Social Fund of Russia is the state agency that administers mandatory pension and social insurance benefits across the country, formed in 2023 by merging the Pension Fund of Russia and the Social Insurance Fund.
Structure of insurance pensions and 2027 indexation rules
An insurance pension is a monthly payment awarded upon reaching retirement age, establishing a disability, or losing a breadwinner. Only citizens for whom insurance contributions were paid into the SFR, or their dependents in survivor cases, are eligible.
Each payment has two elements: a state-set fixed payment that is indexed annually, and an insurance portion based on how many individual pension coefficients (IPK), or pension points, a worker earned and the value of each point, which is also indexed.

Even once final 2027 percentages are set, retirees cannot calculate their total increase simply by adding the two rates. Oksana Ivanova, general director of the non-state pension fund NPF Ingosstrakh, told Lenta.ru that the February adjustment raises the entire pension, whereas the April adjustment increases only the insurance portion tied to earned pension points.
February and April 2027 pension calculation examples
In February 2027, the SFR will index both the fixed payment and the value of individual pension coefficients. Ivanova said a 6.8 percent benchmark is currently set for 2027, with the final figure to follow once actual 2026 inflation is known.
Lenta.ru illustrated the calculation using a retiree named Mariya Ivanovna who receives a 27,000 ruble monthly pension, consisting of a 9,584.69 ruble fixed payment and a 17,415.31 ruble insurance portion calculated from her pension points.
With a 6.8 percent increase on February 1, her fixed payment rises by 651.8 rubles to 10,226.4 rubles, and her insurance portion grows by 1,184.2 rubles to 18,599.6 rubles. Her total pension after February 1 reaches 28,826 rubles.
From April 1, only the pension point value rises by an estimated 3.3 percent, while the fixed payment does not increase, Ivanova noted. Nikita Lysyonok, a senior lecturer in the Financial Engineering master's programme at the National Research University Higher School of Economics (HSE), told Lenta.ru that the April rate depends on SFR revenues, as part of any above-plan contribution growth goes toward raising pensions above inflation.
In April, Mariya Ivanovna's updated insurance portion of 18,599.6 rubles rises by 3.3 percent, or 613.8 rubles, to 19,213.4 rubles. Added to her 10,226.4 ruble fixed payment, her total monthly pension reaches 29,439.8 rubles.

Three increases for working pensioners in 2027
Working pensioners will also receive the February and April increases. Ivanova noted that Russia resumed indexing working retirees' pensions in 2025, so continuing to work no longer deprives a recipient of scheduled indexation.
Working retirees also get a separate August recalculation based on insurance contributions paid for 2026, either independently or through an employer. Those contributions generate additional pension points that the SFR automatically credits in August.
Ivanova said no more than three pension points can be counted for a single year during this recalculation, meaning the size of the August increase varies for each recipient.

Social, state and military pension increases in 2027
Other pensions rise under their own rules. Social and state pensions will be indexed once on April 1, 2027, based on 2026 growth in Russia's national subsistence minimum for pensioners, preliminarily estimated at 6.8 percent.
Under SFR draft budget calculations, average social and state pensions will grow from 16,500 rubles to 17,600 rubles a month, with the final rate determined later. Military pensions, which follow active military pay, are planned to rise by 4 percent on October 1, 2027, adding 1,600 rubles a month to a 40,000 ruble pension.

Automatic recalculation and payment delivery rules
Pensioners do not need to submit applications, requests, or supporting documents for the 2027 increases. The SFR carries out all scheduled raises automatically, including the August recalculation for working pensioners based on employer contribution data.
The first payment at the new rate arrives on the recipient's usual pension delivery date without separate supplemental payouts or schedule changes. If a payment sum does not change after an indexation date, the pensioner should contact their local SFR office so specialists can check whether the increase was applied and recalculate it if needed.
Federal indexation applies uniformly nationwide, though regional coefficients and northern allowances in several regions increase total pensions under their own rules. Recent retirees get the increase if their pension was awarded before the indexation date, while pensions awarded after that date are calculated immediately with the completed hike included.
Recipients can check their updated pension amounts in their personal accounts on the SFR website or on Gosuslugi, Russia's federal public services portal, or by requesting an individual account statement or visiting an SFR client service office.
