Volodymyr Omelchenko, an energy expert at the Razumkov Centre, warned that Ukraine will struggle to import electricity this winter unless wholesale price caps are revised.
Omelchenko said current wholesale price limits keep Ukrainian electricity prices below European levels. As a result, domestic companies cannot buy necessary import volumes during deficit periods, even when power is available in Europe.
Infrastructure Protection and Storage Expansion
Speaking about preparations for the heating season, Omelchenko called for removing price restrictions while rapidly expanding distributed generation, building energy storage systems, and unfreezing the accounts of heat and power companies.
He added that physical protection must be strengthened for critical energy facilities, primarily substations operated by grid company Ukrenergo and local heat and power enterprises.
Andrian Prokip, an expert at the Ukrainian Institute for the Future, previously noted that existing price caps restrict imports during high-price periods in Europe, leaving technical import capacity unused due to economic barriers.
