Municipalities across Greece are rolling out smart-lighting, waste-management, parking, civil protection and digital-service projects with national and European Union funding, according to DOTSOFT, a Greek company with years of experience in the digital transformation of local government. The company says the trend raises a central question: does installing new technology alone make a municipality "smart," or does it require a broader overhaul of how the municipality operates.

DOTSOFT says a smart city is not the sum of separate technology projects but a different way of organizing and running a municipality, in which technology is a means rather than an end. Data from street lighting, parking, traffic, cleaning services and environmental sensors has little value as closed, standalone systems, the company says. Value comes when that data feeds into a single platform that gives municipal administrators a full picture of how the city is running and lets them intervene early. DOTSOFT says the real test of a smart city is the citizen's experience, not the number of systems installed: shorter service times, better-quality services, safer public spaces, less wasted resources and greater transparency in how the municipality runs.
Starting from real needs, not technology
According to DOTSOFT, the most common mistake is for a municipality to start from the technology rather than its actual problems. The question should not be which system to buy but which problem to solve. Before choosing any information system, municipalities need to identify their most serious problems, which services are malfunctioning most, where time, staff and resources are being wasted, and which functions most directly affect residents' daily lives. A smart-city roadmap, DOTSOFT says, should function as a management tool rather than a shopping list, with clear priorities, a realistic timetable, measurable performance indicators, a methodology for evaluating results, and provision for future expansion. Interoperability between systems and data standards is a basic condition for any investment to last beyond the funding that created it, the company says.
Gradual rollout under one digital plan
Few municipalities can roll out every smart-city application at once, DOTSOFT says, so gradual development is usually the most realistic option given budgets and the varying maturity of different services. But gradual should not mean piecemeal: every new project needs to fit into a single digital architecture with shared standards, or the municipality ends up with disconnected systems that raise costs, complicate maintenance and depend on multiple separate suppliers. Most municipalities reasonably start with projects that deliver a quick financial and operational return, such as smart lighting, energy management, controlled parking and waste management, which then help fund more complex applications such as City Operations Centers, geographic information systems, digital citizen-service platforms and civil-protection applications.
Lighting, waste, water and civil protection
DOTSOFT identifies street lighting as the area where benefits show up fastest. Remote-management systems let a municipality know the real-time status of every light fixture, spot faults without waiting for a resident to report them, adjust brightness to actual need, and cut energy consumption and maintenance costs. In waste management, fill-level sensors in bins combined with data analysis let municipalities optimize garbage-truck routes, cutting operating costs, fuel use and unnecessary trips through the city.
Water supply applications are particularly critical, DOTSOFT says, because continuous network monitoring allows early leak detection and cuts water losses, which remain very high in many Greek networks, while lowering operating costs. In mobility, controlled parking, traffic-management systems and driver information systems help reduce congestion and better organize public space. In civil protection, sensors, weather data, geospatial information, cameras and early-warning systems allow better preparation for natural disasters and give operational commanders a single real-time picture. Digital applications, electronic appointments, process automation and electronic document handling are also cutting red tape and speeding up service to residents in municipal administrative offices, the company says.
Data as the fuel of smart cities
Data is the "fuel" of every smart city, DOTSOFT says, and without reliable data even the most modern technology infrastructure remains an expensive installation with little real return. Municipalities now collect large volumes of information daily from sensors, cameras, IT systems, citizen apps, geospatial data, energy networks, vehicle fleets and administrative processes. The key issue, according to DOTSOFT, is not the volume of data but the ability to unify, interpret and use it. Modern management platforms turn this information into performance indicators, forecasts and decision-making tools, letting municipal authorities identify trends and allocate resources based on evidence rather than experience. DOTSOFT stresses that data use must be paired with strong cybersecurity policies, personal-data protection and full compliance with existing regulations, since citizens' trust is lost far more easily than it is earned. The next challenge, the company says, is moving from simple data recording to predictive analysis, with artificial intelligence increasingly allowing municipalities to forecast faults, rising service demand or potential risks and intervene before problems occur.
Training staff and changing culture
DOTSOFT says the success of a smart-city project depends heavily on the people who will run it, not just the technology purchased. Technology alone does not change an organization; it requires staff training, upgraded digital skills and, above all, a change in organizational culture, with services learning to cooperate, share data and use new capabilities in daily work. Equally important is having teams that can monitor system performance, evaluate results and adjust operations to new needs, since a smart-city project does not end when it is installed but effectively begins its phase of continuous improvement at that point. Municipalities also need partners that go beyond supplying equipment to offer consulting support, technical assistance, training and continuous upgrades, DOTSOFT says, since a project's sustainability depends on its ability to evolve over time.
Artificial intelligence and digital twins ahead
The next generation of smart cities will not rely simply on collecting data but on the ability to analyze and use it in real time, according to DOTSOFT. Artificial intelligence is expected to play a decisive role in supporting decisions, forecasting infrastructure maintenance needs, optimizing traffic, energy and municipal fleet management, and strengthening civil protection through risk-prediction models. The Internet of Things will keep expanding, with sensor networks tracking air quality, water and energy consumption, road-infrastructure condition and use of public space in real time.
Digital twins, digital models of a city or specific infrastructure, will let municipalities simulate scenarios, assess the impact of different interventions and design projects more precisely before building them, DOTSOFT says. City Operations Centers will evolve into central hubs gathering information from multiple systems to give municipal administrations a single operational picture.
Manos: transformation must be a lasting strategy
Anastasios Manos, President and Chief Executive Officer of DOTSOFT, told the Athens-Macedonian News Agency that the most important advice for a mayor beginning digital transformation is to treat it as a lasting strategic choice rather than a series of individual technology projects. Manos said success would not be judged by how many sensors or applications a municipality installs, but by how far those investments measurably improve residents' daily lives and make the organization itself more effective. He said it was important to invest in solutions that can evolve over time, connect with each other, and use data safely and productively, alongside continuous staff training, cooperation between services and ongoing evaluation of results. Manos said future cities will differ not simply because they have more technology, but because they will make better decisions, use available resources more effectively and put the citizen at the center of every digital service.
