Ongoing tension between Brazil's branches of government does not eliminate the central role of the president, according to legal scholar Vera Monteiro. She stated that the head of the executive branch still commands broad room for maneuver through the organization and management of the public machinery.
Monteiro, a professor of administrative law at Fundação Getulio Vargas, delivered the assessment during an interview for the television program WW Especial: O que as eleições resolvem? The broadcast, hosted by journalist William Waack on CNN Brasil, was scheduled to air on Sunday, September 27, at 10:00 p.m. Brasília time.
According to Monteiro, a president with good intentions can assemble capable teams and structure the state apparatus to expand the delivery of public policies. She emphasized that delivering these policies is what voters genuinely expect from their leader, arguing that Congress serves only as a supporting player in that process.
Powers of the executive branch
In the Brazilian political system, authority is shared among the executive, legislative, and judicial branches of the republic. Although passing statutory reforms and constitutional amendments requires parliamentary votes, the presidency retains direct authority over federal appointments, ministerial departments, and the daily execution of public administration.
Administrative law defines the legal boundaries and regulatory powers that govern state institutions and civil servants. Fundação Getulio Vargas, where Monteiro teaches, is one of Brazil's leading academic institutions and think tanks, widely recognized for research in public administration, economic policy, and constitutional governance.
Broadcast and exclusive member access
The weekly program presented by Waack examines how elections shape governance across the country, airing across all broadcast and digital platforms operated by CNN Brasil.
Subscribers to the channel's YouTube membership club were offered early access to the complete broadcast on Friday ahead of the Sunday night television transmission, along with exclusive clips and behind the scenes material from the production team.
