Russia's Federal Security Service has detained seven people in the far eastern region of Primorye for operating SIM box equipment on behalf of telephone fraudsters, regional officials reported.
The detainees include both local residents of Primorsky Krai and individuals who travelled from other regions of Russia specifically to commit the crime. According to the press service of the Primorsky Krai regional government, the suspects were promised daily payments of between 10,000 and 12,000 rubles to keep the communications hardware operational.

Preliminary investigations indicated that the equipment was used to facilitate mass automated telephone calls and send bulk text messages to Russian citizens using spoofed numbers. Perpetrators of the scheme frequently conceal their true identity by posing as employees of legal and legitimate services.
Cross-border fraud operations
The regional government press service noted that such fraud schemes are frequently coordinated from the territory of Ukraine. Under this structure, remote organizers direct the financial and communication activities while local technicians maintain the physical hardware nodes inside the country.
SIM boxes are specialized telecommunications devices housing numerous SIM cards. By connecting internet voice protocols to local cellular networks, the devices allow fraudulent callers to disguise their geographical location and display legitimate Russian phone numbers to recipients.
The Federal Security Service, or FSB, serves as Russia's main internal security service, handling counter-espionage, border control, and major criminal investigations. Primorsky Krai, often referred to as Primorye, is a coastal region in the Russian Far East bordering China and North Korea, with Vladivostok as its administrative capital.
Explosives laboratory raid in Cherkessk
The crackdown in the Far East follows a previous law enforcement operation in which the FSB detained a 40-year-old resident of Cherkessk. Security officials reported that the man had equipped a domestic laboratory inside his home to produce homemade explosive devices.
Cherkessk is the capital city of the Karachay-Cherkess Republic in the North Caucasus region of southwestern Russia. Russian security forces maintain specialized units across the republic to combat illegal weapons manufacturing and explosive production.
