Radiologists Giovanni Guido Cerri and Cesar Namura debated the ethical and legislative limits of artificial intelligence in healthcare during an appearance on CNN Sinais Vitais.
Speaking with program host Dr. Kalil, the two medical specialists outlined the major challenges facing the health sector as artificial intelligence technologies become increasingly integrated into clinical practice. Their discussion centered on safeguarding patient privacy, reducing algorithmic bias, and shaping national regulatory frameworks.
Patient data protection emerged as a primary focus during the broadcast due to the vast quantities of personal health information required to train and operate medical artificial intelligence systems. Cerri stressed that patient records must be anonymized to guarantee that sensitive personal data is not leaked or exposed inappropriately across digital platforms. He noted that effective technological solutions to secure this information are already available for implementation.
Radiology relies on diagnostic imaging techniques such as X-rays, computed tomography, and magnetic resonance imaging to detect and treat diseases. Because diagnostic imaging generates dense visual data sets, radiology has become one of the primary entry points for artificial intelligence in medicine. Data anonymization strips personal identifiers from these medical scans, allowing researchers and computer systems to analyze health patterns without compromising individual patient confidentiality.
Algorithmic Bias and Local Validation
Beyond privacy concerns, Cerri raised warnings regarding the potential for algorithmic bias in automated medical tools. He explained that diagnostic algorithms trained on patient data from foreign nations, such as Sweden or China, may not accurately reflect the biological and demographic characteristics of the Brazilian population.
To address these discrepancies, Cerri stated that artificial intelligence algorithms must undergo validation within Brazil's healthcare system before widespread deployment. He emphasized that specialized artificial intelligence laboratories play a critical role in conducting this local testing and calibration.
Algorithmic bias occurs when machine learning models generate systematic errors due to unrepresentative training data. When diagnostic software is trained exclusively on specific geographic or demographic groups, its accuracy can diminish when applied to diverse populations. He criticized the original draft as very bad and overly restrictive, noting that it went so far as to categorize all medical applications of artificial intelligence as high risk.
Following sustained pressure and input from medical experts, the proposed legislation was amended and is currently under consideration in the Chamber of Deputies. Cerri stated that the updated legislation aims to strike a balance by preventing rules from hindering innovation or blocking the use of helpful technology. However, he emphasized that the final regulatory framework must carefully account for and mitigate potential risks to patients.
The Federal Senate and the Chamber of Deputies comprise the two houses of the National Congress of Brazil. Under the Brazilian legislative process, bills introduced in one chamber must undergo committee review, public consultation, and voting before moving to the second chamber for further evaluation and final enactment into law.
