Russians will start receiving housing and utility bills electronically in their Gosuslugi portal accounts starting Sept. 1, 2027, according to lawmaker Vladimir Koshelev.
Koshelev, the first deputy chairman of the State Duma committee on construction and housing and communal services, announced the change in a conversation with RIA Novosti. He said the new procedure will apply to apartment owners who have a confirmed Gosuslugi account and do not object to receiving electronic documents.
Electronic billing options
Koshelev stressed that switching to the electronic format is a right rather than an obligation. Separately, Moscow residents were previously informed about a red housing and utility bill.
