A 24-year-old man has been sentenced to two years in a penal colony settlement after being convicted of posting hate speech and calls for violence on a social media platform in Sochi, Russia.

The joint press service of the regional courts told Russian news outlet Lenta.ru, a major online news publication based in Moscow, that the defendant was found guilty under Article 282 of the Criminal Code of the Russian Federation. The legal provision penalizes the incitement of hatred or hostility as well as the humiliation of human dignity.
Judicial findings established that the man uploaded a video to a social network containing statements aimed at inciting hatred and degrading a group of people based on their nationality and religion. Court officials reported that the recording included explicit calls to apply physical force against non-Muslims.
The defendant had previously been held administratively liable under a corresponding section of the Russian Code of Administrative Offenses for publishing similar banned content. Authorities noted that despite the prior administrative action, he failed to stop distributing prohibited materials online.
Penal colony sentence
Following his conviction, the court ordered the man to serve his sentence in a penal colony settlement. Under the Russian penal system, colony settlements are low-security correctional facilities where inmates live under supervision but face fewer restrictions than prisoners in standard correctional colonies. Convicts in these facilities are typically permitted to wear civilian clothing and move about the colony grounds during the day.
Article 282 functions as Russia's primary criminal statute against online hate speech and extremist media. Under Russian judicial procedure, first-time hate speech offenses are often addressed through administrative penalties, while repeated violations within a single year trigger criminal prosecution with potential prison terms.
