Ukrainian President Volodymyr Zelenskyy announced that the country's negotiating delegation has submitted its proposals to the United States. Speaking in an evening address following a report from his negotiating team, Zelenskyy stated that Washington could assist Ukraine's defense, particularly through air defense support, while pressuring Russia to plan an end to the war rather than drag it out. He did not provide further details on the submission.
In the same address, Zelenskyy warned that Russia plans to launch a mobilization drive this autumn following simulated elections for the State Duma of the aggressor country in September.
Ukraine continues to face difficulties intercepting Russian ballistic missiles because of a shortage of interceptors for American Patriot systems. Although Ukraine recently reached agreements with Washington for monthly deliveries of Patriot missiles, US President Donald Trump has expressed hesitation about licensing Ukraine to manufacture the missiles locally after making positive initial statements. Launching such production would also be a lengthy process.
Diplomatic Contacts and Negotiation Status
Despite ongoing communication between Ukraine and the United States, trilateral negotiations involving Russia have not occurred since winter, when war began between the United States, Israel, and Iran. In early August, Zelenskyy noted that the Ukrainian delegation briefed him on the status of talks and Moscow's attitude toward negotiations. Rustem Umerov, who was recently appointed head of the Foreign Intelligence Service, leads the Ukrainian negotiating team.
Meanwhile, despite Ukrainian successes in striking Russian targets, occupying forces currently refuse to agree to end the war. A source in the Office of the President told news outlet LIGA.net that Ukraine maintains contacts with Washington following the dismissal of Stefanyshyna from her post as ambassador. However, officials doubt the candidacy of Palisa for the ambassador position because he is needed in Kyiv.
